TEEN INMATE TESTIFIES OF BEATINGS IN LA.

NEW ORLEANS (AP) - A hearing on violence at a state
Juvenile prison opened Monday with testimony from a teenager
who said he was regularly beaten by other prisoners and had
his jaw broken by inmates who wanted to force him to have
sex.

"I got jumped," by three inmates on Aug. 28, 2002,
his first day at the prison, the 17-year-old former Tallulah
youth prison inmate said. Less than a month later, five
inmates punched and kicked him, breaking his jaw in two
places while guards watched but did nothing, he said.

On cross-examination, the youth said he had gotten
Into numerous fights during his first week at Tallulah
and had been accused of stabbing a teacher with a pen.

The hearing on conditions at Tallulah is being held
Before Juvenile Court Judge Mark Doherty, who already has
Said conditions there are unconstitutional and has
ordered five inmates removed because rampant violence put their
lives at risk. Critics of Tallulah hope the hearing will
force the state to close the prison.

The state has consistently denied allegations of
violence. Richard Stalder, secretary of the Louisiana
Department of Public Safety and Corrections, has drastically cut
The prison's population and instituted reforms there,
he told a state legislative panel in February.

The hearing before Doherty follows his November
Order removing the five inmates. He has jurisdiction only
over New Orleans inmates at the facility.

State officials appealed his order, and the state
Supreme Court instructed Doherty to conduct the hearing on
his own allegations.

The prison in rural, poverty-stricken northeast
Louisiana was opened under private management, but the state
Was forced to take control in 1999 amid lawsuits and
Allegations of an epidemic of violence. A series of U.S.
Justice Department reports also detailed violence among
inmates and beatings of inmates by guards.

Corrections officials say the state has been
addressing the need for reforms under a 2000 settlement with the
Justice Department, which has not complained about the pace
Of progress.

This appeared in one of the UK's Sunday papers.

Broadmoor is the UK's highest security prison / hospital where our worst offenders end up.
And even here they can't stop them attacking each other or the guards.
Perhaps the old fasioned prisons with cells had something going for them, although more staff and better training would be an option.

I hate to be a jerk but I don't give a shit about the staff. If they weren't the sadistic fucks they are there would be a lot less rape in prison.
