Doesn't the disparity suggest that in the UK the effects of abuse are just not appreciated or understood yet, at least at the level of the judiciary? I would prefer that to the alternative: judges in the UK are stupid and uncaring.

100% spot on and thats why myself and others are trying (and to a point succeeding) to bring this to the attention of politicians it will be the only way we can gain access to those in the legal system and the law makers.

We will get there but we need many, many more people to be on board to achieve this. This is just the start. If you dont think big your dreams will always remain small.

I can think of some outrageous episodes in the USA as well, but it does seem to me that in the UK sexual abuse of children, or at least of boys, is not taken as seriously.

Are there stats on this? For example, do we know what the average sentence is for such a crime in the USA as opposed to the UK? Maybe this figure would help when you talk to politicians.

If there is a big difference it's quite important. The USA isn't one legal jurisdiction, but 50 where this is concerned, since child abuse is a state and not a federal crime.
