shouldn't that already be the case?

In the USA that's usually already the case, but that's because teachers don't police themselves in these cases in the USA. In Ontario, teachers have their own self-policing body that is coming under scrutiny. It seems ridiculous to me that in this day and age we don't recognize that groups should NEVER be policing themselves. Its just too easy to cover things up for the sake of reputation.
