Holland is a quite central country for child trafficking, prostitution and abuse in Europe. It is overshadowed by the legal market for adult prostitution, it has a big population and a lot of big cities in a rather small geographical area and it's easily accessible from eastern, southern and northern Europe. It also has its name and rumors which attracts freaks from all around the world.
I haven't been there in those contexts for about 10 years but this kind of market has evolved a lot and the ways are much more subtle and discrete than they used to be.
It's allowed to go on thanks to politicians who look between their fingers when it benefits them and a dysfunctional police force in which the different departments are constantly working against each other to reach their own goals. However, i believe this is how most European countries function.
