Exactly how? Which victims/survivors?

I'm sure there are plenty of folks willing to take the $60 million and do exactly that (in their judgement). It's all very political though, and there's the same old secrecy and protecting the powerful that's more important. And male victims are kind of the third rail of sexual violence work. Politics is very nasty business.

I haven't seen anything specific about how one might address i.e. male sexual victimization in sports environments or anything else with $12 million.

Investigation to Focus on Governor’s Handling of Penn State Abuse Case

I read Aaron Fisher's book, and it's clear that the (present) governor prevented movement on the case while he was the attorney general for the state.
