That would be huge on a national scale but it would be only federal cases since congress can't touch state statutes of limitations.

Maybe not directly, but they can apply a great deal of pressure on states to comply by withholding various types of funding. That's why you have to be 21 to drink anywhere in the US. If the federal government wants to force the states to get rid of statutes of limitations, they will.
